Hooking Up an XTB-232 with a Keyspan 19 HS

The networking stuff is a red herring. All serial devices will show up there as a potential place to hang a modem off, but there isn’t any other configuration you need to do on that screen. once it shows up thats a good indication that the drivers are loaded.
You can’t create a CM11 config in the network control panel though, unless you want to send TCP data over the power lines via a Cm11 ;) Turn that stuff off so that it doesn’t interfere with XTension trying to use the interface. If the network modem system is locking the port trying to find a modem on there to dial then XTension won’t be able to open the port. So make sure that is not trying to connect.
Then go back to XTension and see if it shows up.
Does it show up in the list of serial ports when you go to setup the interface in XTension? I’m not sure which name it would use “KeySerial1” or “USA19H141P1.1” maybe?
or doesn’t it show up there at all?

Right.
