Using Xtension to turn an external drive on and off.

I am trying to use Xtension to turn on a hard drive that I use to make a 
weekly backup of my system.

It seems that the hard drive only comes up every other time it is turned 
on.  Can anybody tell me why, or how to get it to come up each time it 
is turned on?

The drive is a USB 3 external connected to a 3.0 powered hub.  I do not 
seem to have any trouble with the other items connected to the hub.
