Halogens from Phillips have become more efficient in the last year or so. I have track lights that take 60w PAR20 short neck halogen lamps. Now, the redesigned lamps available are 53w with the lumen output of the old 75w lamps. This makes them efficient enough to pass the ban on low efficiency incandescents.
For me, using the halogens is a better decision than using LEDs because of the dimming issues as well as the cost.
