I use carbon copy cloner which makes an exact bootable duplicate and I imagine you can use that to load onto a new Mac. I can see where Apple and it’s notoriously defective infinite wisdom might not allow that but it’s worth a try. The cool part about it is that if it works everything is configured already and all you have to do is make modifications for the local situation.
I even have a server that I can back up to remotely, for each machine. Yes, it requires some high bandwidth but it’s well worth the time and energy to do that.
