These bulbs are part of a very large contingent of Chinese devices using
the Espressif ESP8266. They are part of the Tuya ecosystem and usually use
the SmartLife app on IOS or android. Unfortunately, the app is cloud
based, however there are at least a couple of open source firmware projects
that eliminate the cloud and give you local control.
I've been flashing my devices with a firmware called Tasmota, and I asked
James about supporting it with a plugin a couple of months ago. Seems with
the Catalina issues he has been facing, he's had bigger fish to fry.
Here a a couple of resources to look at:
First thing to do is flash the open source firmware. I use tuya_convert
<https://github.com/ct-Open-Source/tuya-convert> which does the flashing
over the air. I've been running it on a raspberry pi 3, and it works well.
Then you connect with the bulb (or other device), give it your WiFi
credentials and load up template that tells the device how to work. The

Without a plugin, I've been controlling the few devices I've been playing
with using the loadurl command in the device on and off scripts.
