Is Costco offer for Hue starter kit a good deal?

I've stuck with Philips Hue lights mainly because there are plenty of
third-party apps that can control them with the API, including Xtension,
Amazon Echo, and Vera.  OnSwitch can do fun effects like automatic color
transitions, fireworks complete with sound, and flickering candles.  See

As James has said, to control those WiFi devices requires that the API be
published and it seems to me that they usually want to use a dedicated app
for control. Besides, WiFi is a heavier, more power hungry, chatty protocol
than ZigBee or Zwave.
