Nothing more than the Vera and a way to connect to X4X. And of course some Z-wave switches. One thing to keep in mind is that wired Z-wave modules will act as repeaters. If you have one switch that is too far from the hub then it may not work. The more Z-wave wired modules you have the better, and faster, the system responds. Battery modules will not act as repeaters.
Time to break out the Veralite and get it going. X10 is dying by the wayside and spending any money on most X-10 stuff is a waste of dollars. The sensors are nice but thats about it from where I sit.
Buy the way, those switches to control the fans are about $125 per switch.

(The house wires are: red, black, white; the red controls the light, the black controls the fan.) Can I jumper the white to be able to use the single white wire to both switches?

This way I can control the lights via X4X with one switch, and the fan with the other switch. Some of the newer fans have two distinct circuits so rewiring them is not necessary.

I have various parameters for controlling the fans like temperature, if the furnace is on heat, or if the air conditioning is on, or the exhaust fans are running and so on. This makes my environment more homogenous with no cold or hot areas in the rooms.

On one fan I guess the wiring only provided for a single switch, so we have a remote that has a receiver in canopy and the controller on the wall.

The fan control is great because it has push buttons for the fan control. That is good because the fan manufacturers always recommend that when you first turn the fan on, to turn it on high then back the speed down to desired level. Well okay, I admit it would be nice to have a second controller for this one because it is in my kitchen but the wall control is outside the kitchen — but that is a minor wish.
