How to make the Mac talk on demand?

My desire is to ‘simply’ be able to tell my Xtension machine to speak something to a specific Airport Express. What I would have said, and where, would depend on the event. The key word here is ‘simply.’ I’d rather not construct scripts that tell the machine (system preferences) where to send the general audio output, followed then with the scripts to have the system speak the specific phrase, and then scripts to restore the audio output destination. Something simple like: say “message" to (airplay device name) .

I suspect that this is an OS challenge rather than an XTension challenge.
