I see nothing obviously wrong.  I assume the PIR only sends “ON” if is has last sent an “OFF”.
If it sends “ON" with every motion, you would not need the script to check if it is still on.

I would do as most of us do:  Add a bunch of “write log” messages to trace the actions.
