I think that Apple developers are savvy enough to cache the system state and perform the actions locally over wireless network.
I suspect the “iCloud” references are for system configuration backups and to allow a common “channel” for any of your Apple devices to remotely control things when not able to talk on the in-house wireless network.
We shall see….
