so it responds to on/off's through the Lynx but not dims?
There are a couple of possibilities. I know that the newer X10 dimmers, I thought they were only in the decora style and the WS467 online looks like an old style push button one? will respond to the xpress command instead or in addition to the dim command... Try sending it an xpress to a specific level instead of a dim to a level and see if it responds to that.
If it still doesn't try swapping the blue and black wires in the wall. I've had some that responded very flaky if the load and line were reversed in the wall.
